chargeability v. contribution query from grasshopper

I was making some notes in a meeting today regarding a group of staff
at "70% chargeability". However when I checked my notes, the comment
was "70% contribution". What's the difference? I've encountered
"contribution to job" when looking at internal costs but I'm not sure
what it is exactly?
