uk.finance would seem to be relevant to uk online banking. The web
site of the particular internet bank would be a good place to check
to see if they think if their methods are safe for the computer at
your library. For example, many online banks use a scrambled graphic
keyboard to click to enter your pass number instead of your using
the keys. That would not be secure against a monitoring camera
however.

For info on how to get your own internet account, I would search for
a local web forum specific to your area to see who gives you a good
deal. But on news groups, uk.telecom.broadband,
uk.telecom,uk.media.broadband, free.uk.internet.broadband,
alt.internet.providers.uk look interesting if they are accessible
to your server. I have no experience with any of them. They may
defunct for all I know.
