Renting a car in the Tampa or Orlando airports without a credit card

For anyone without a credit card after they file bankruptcy who plan
to rent a car in the Tampa or Orlando, Florida airports:

I emailed Budget and Avis airport rentals in the Tampa and Orlando
airports about whether they accept debit cards instead of credit
cards. Avis doesn't accept debit cards, but Budget does. The Budget
email reply came back as follows:
"The rental locations in Tampa and Orlando will accept debit cards.
At the time of rental an authorization hold will be placed on the
credit card equal to the cost of the rental plus 25% or a minimum of
$200 whichever is greater."

The reply from Hertz:
"Hertz will accept debit cards at the beginning of the rental at all
U.S. Corporate locations and select Licensee locations. Our
locations in Tampa and Orlando are Corporate. We also do not accept
ATM cards that do not display the MC or VISA logo as these cards are
only used to withdraw money from the customer's bank ATM. At this time
Hertz does not accept gift, stored value or prepaid cards at the
beginning of the rental. You can use these type of cards at the end
of the rental. Debit cards issued outside of the U.S. are accepted in
the U.S.

"You will need enough credit left on the card to cover the estimated
cost of the rental, plus $50.00. Estimated rental charges include the
rate, taxes, any insurance coverage's purchased, refueling, and any
fee associated with that particular rental. A hold will be put on your
credit/debit card to cover the estimated charges. The time required
for the hold to be removed is determined by the credit/debit card
company's policies, it could range anywhere from 10 to 30 days.
Approval for the additional $50 cannot be waived."
