India working capital requirement

While studying working capital requirement I came up with one problem .

Working capital = current assets - current liabilities

Suppose, Rs 10000 is current assets and Rs 3000 is current liabilities then working capital required is Rs 7000

Now my problem is how that Rs 7000 is working capital REQUIRED?
