1099 G - double taxes ?

Hello,
hope you can advise me on the following matter:

in 07 i worked in 2 states NY and NJ. Resident ( full time ) of NJ.
During 07 i became unemployed and filed for unemployment with state of NY
Later i realized my mistake and filed with NJ. NJ denied my claim - can't file in 2 states.
I was collecting against NY until i got a job ( end of 07) and has been employed since that time continuously.
Once employed - i closed the claim with NY.
NY sent 1099G for the amount they paid for 07 as expected in Jan 08.

In March 08 NJ "woke up" and caught up with the situation - they sent balance due to NY and the amount they owned me for 07.

Now i found myself with 1099G for 2008 for the amount of 07 paid to NY + amount they owned me for 07 that they sent me in 08 (March)

NY sent me 1099G ( in 08 ) with the amount received from NJ in the box 2

I appreciate your advise in this situation.
