USA 2020 Unemployment benefits paid in 2021

I was due Pandemic Benefits in 2020 but did not receive them until 2021. I had constantly appealed this since early 2020. 80% of the benefits were from 2020 and are substantial. There was a $10,200 Federal Exclusion in 2020 but none in 2021 so far. How do I handle this?
