I'd been sent a 64-8 by the Inland Revenue to complete regarding a
client's payroll. I noticed that it was prepared in July 2002 and had
"Client reference" but no "Agent reference".

I looked at others dated November 1999 with "Agent's reference"

I phoned the Inland Revenue and they said the latest say "Agent's
reference!

It looks like another Inland Revenue cock up. If I'd filled it in has
required I don't suppose I'd get registered properly.

I've even received a printed form from the Inland Revenue in the past
with "Inland Revenue" spelt wrongly!

Many of them may not be terribly clever at their job (and tonight's R4
discussion could be amusing) but their Uni Challenge team is extremely
impressive so far - and they'll be hard to stop!

The Revenue are getting increasingly bad at implementing forms 64-8. I
have about a dozen clients from last year's self assessment season
where I know new style forms 64-8 were sent with their returns yet the
Revenue failed to implement them.

The situation is even worse if you send the form to Longbenton, they
fail to implement them themselves and fail to tell the local tax
office of heir receipt.

The real problem is, of course, the needless duplication of effort in
getting duplicates signed.

It was especially irritating this year when the Inland Revenue sent
out reminders saying P35's hadn't been received even when they'd
signed for their receipt a couple of weeks earlier,

I would send letters to the Inland Revenue and when I chase them a
couple of times they say they've been too busy but they have received
my letter and it will be replied to. After about four or five months I
phone and get told they have no record of receiving the letter. When I
ask why I was told it had been received I am told they don't know. I
ask who is responsible for ensuring letters are responded to - I am
told that no one is. When I ask who is in charge of the office I am
told no one is.

The impression I get is that Inland Revenue staff are very unhappy
with how the Inland Revenue is run but they don't seem to have an
effective voice. The decisions seem to be made by people who have no
experience of running an organisation.
