Is the incentive to collect bad debt that is close to the statuate of
limitations affected by the wave of recent bad debt?

In other wiords, are collectors so swamped with new bad debt that they
would be less likelly to pursue older debt?

This is not really a question. If a creditor has an incentive to
collect some debt, then that creditor has an incentive to collect that
debt. If in deciding whether to try to do so that creditor wants to
take into account the approaching end of the limitations period, then
that creditor will decide to what extent to do so.

No. They'll choose to pursue what attempted collections they choose
to pursue and choose which ones not to pursue.
