USA Can an illegal immigrant file a tax return for kids

Alice is a non-US citizen living in the US.
She has three sons, who are US citizen since birth.
Can she file annual tax return for her sons?

Their age does not matter. Do they have ID numbers? Either social security (more than likely since they are citizens) or taxpayer identification numbers? Next question is do they have enough income to require filing or taxes withheld that need to be reclaimed?

I am assuming she wants to file for them, not herself claiming them as dependents.
