USA Can form 2555 be filed for 2023 if it was not filed for 2022?

I am a dual citizen, living abroad for over a decade.
If I filed form 2555 for the years 2018-2021, but did not file it for the year 2022 (I had less than $8,000 in yearly income and did not deem it necessary), may I file form 2555 for the year 2023 (I had approx. $10,000 of yearly salary, but paid a great deal of foreign taxes on passive income from interests & dividends)?
If form 2555 can be filed for the year 2023, must the tax return for 2022 be amended to include for 2555?
