Can you explain payroll vs budget?

reading *this article on the web I came across the following paragraph, which I do not understand.

if you can budget your incoming freelance money, you don’t have to pay yourself a traditional salary. Removing the overhead associated with payroll means more of the budget stays in your pocket​

Could you be so nice and explain this to a non-accountant?
