I run a small business that restores and re employs access flooring panels, mostly in data centers. Remove able and not part of the structure, the raised floor can be considered "furniture " and depreciated as same. My question is as my business restores the asset to its former value can my service be expensed ? Is there a dollar threshold at which it becomes an asset ?

Typically your service will be a maintenance expense. If a company decided it could capitalize the work as an asset the company would follow its own asset capitalization policy. So in those cases the dollar threshold will vary company by company.
