UK Capitalised Labour - and Depreciation

My client is building a telecoms network and has bought the kit to build it. The network will be built over a period of a year by own employees as have the skills and cheaper than external consultants. The network will not be fully operational until the end of the year, but will be 50% operational within six months. At which point do I start depreciating the assets and stop capitalising labour?
