My father is a widower. He receives social security benefits, has medicare and medicaid.
I help him with some expenses during the year, such as groceries or paying the utility bill or house cleaning expenses. Can I claim him on my income tax this year with out it affecting his medical benefits and his social security benefits?

His medicare and social security benefits are not affected by your claiming him as a dependent. But just "helping him" with some expenses is not the test for claiming him as a dependent. In general, you have to provide over half of his support.
