Classification of Securities

I was reading about securities classification as well as cash equivalents and have a question about the topics. I read that treasury bills are often classified as cash equivalents, even though they are held-to-maturity debt securities. So, how does one know how to report such an instrument in a correct manner? Is it a question of company policy or are there particulars of GAAP that need to be implemented?
