USA COGS vs Expense Account

Greetings to all! I am new here and have a question concerning classification of software. I work for a newspaper publisher which has its own art/production department. The company is an S-Corp. Is software that is specific to designing, creating, and editing artwork and page lay-out considered a COGS or an art department expense?
