CPA Firm in Dybai

Dear All,

I need some advise please. I want to know procedures as to get CPA license, i passed all exams since 2009, but never applied for license. Now i want to start my accounting firm in Dubai as licensed CPA.
I do not live in USA nor have SSN. So any advice o how to proceed.

By the way, the exam that's given in the USA is the same exam used in Dubai.
