USA CPA requirement question

I'm in the state of California. I have all the requirements for licensing (all 5 tests passed, college degree, all the accounting classes needed, expereince signed off, etc). I was about to submit my docs, but was told that I needed 23 quarterly units more (I have 201ish vs the 224ish needed) otherwise I would be rejected... I was told starting on the 1st of this year that they changed the requirement, I was told to go back to school to take 23 units of ANYTHING (cooking, tennis, any BS class) which I found extremely odd since I have my degree in accounting from a Cal State and all the other requirements.

Can anyone provide some imput if that is really correct? PLEASE don't make assumptions if you do not know. THANK YOU IN ADVANCE!!!
