UK Difining 'digital services' - (for website and hosting)

Hi, i need an info on 'digital services'. On the Guidance VAT: businesses supplying digital services to private consumers - from https://www.gov.uk/
  • - website supply or web hosting services are indicated as electronically supplied services, but
Defining ‘electronically supplied’ tells that we can consider the 'digital content entirely automatic, when a consumer clicks the ‘Buy Now’ button on a website and can dowload the file services'

The specific creation ad hoc of a website and hosting services (not authomatic services but manually) is a simply 'services' and not a 'digitally service'.
is it correct?
And is it the same if an UKCompay (under threshold without vat) sell these kind of services to another UE vat company?

as further clarification - for example, if a UK company without vat (under the threshold) creates a website to a Slovenian company (with vat) and also provides to the hosting services.
The site creation and hosting, are services and NOT digital services. Is it correct?
The digital services are when the customer buys directly online and makes the download product files. It's correct?
