I’m a civil service employee for the US government; I worked several hours over time in November and December 2012. Long story short a required waiver was not submitted so I was not paid for the hours until mid January 2013 after my W-2 for 2012 was generated. So my overtime worked in 2012 was paid in 2013 and will not be on my 2012 W-2. Do I need a corrected 2012 W-2?

No. Those overtime hours paid in 2013 will be reported on a 2013 w2 issued to you next year.
