USA does NY state exempt low-brackets from capital gains tax?

I am a resident of NY state with a question on income tax here. The IRS exempts folks in the lowest 2 tax brackets (10%, 15%) from paying federal income tax on capital gains. Does the state of NY offer any similar relief from capital gains tax to low-bracket taxpayers ??
