We are filing a chapter 7 and want to have it done before the new system.
Our lawyer said we had to have it filed before september 1st but i thought
we had until the 17th of october, can someone clarify this?

Some aspects of BARF (the new law) are already in effect, notably the
homestead provisions.

The entire package will be in force Oct. 17.

There are many ramifications, including the limitation of the automatic
stay for serial filers.

Most provisions of the new law take effect 10/17. Some attorneys are not
taking on any new filings for a period of time before then; yours appears to
be one of them.
