UK Gross Revenue Definition

I'm hoping that someone on here can clarify something for me that is VAT (UK) related.
I am looking for a definitive answer to the question...

Is the "Gross Revenue" of a company inclusive or exclusive of VAT?

Whats the context? I want to say yes but context might help. E.g in FX businesses the gross revenue is the currency sold + commission but in reality the actual revenue is just the commission as the sale of currency is a pass through
