Installment Agreement with IRS

Does anybody know if the IRS will enter into an installment agreement with a
taxpayer if the 10 year statutory time limit for the collection of the
taxpayers Federal Taxes is due to expire in two years time?

Everything I've read seems to indicate that there has to be 60 months
available in order for the IRS to agree to an Installment Agreement.

Any thoughts?
