Internet communication error occurred error message

I'm using Microsoft Money 2004 Deluxe. I've been trying for the last 4
hours or so, to make some online bill payments through Money. Whenever I do
try, I get the error message:

"Your payment was not processed for the following reason:

An Internet communication error occurred. Please try your call again later.
(OFXIE12029)

Click OK to return to the Submit Payment page to make changes and resubmit
your payment, or try again later."

As I said, I "tried again later" over the course of 4 hours. What's going
on, here? I can reach the Internet just fine (the fact that I'm able to
post this newsgroup message proves that), so what's the problem?

My bill pay provider is my bank. I don't know if it's different
with MSN BillPay, but my bank will occasionally, take their billpay
service offline for several hours at a time. Presumably they do
this in order to handle scheduled maintenance. Try again tomorrow
morning and if you get the same problem give your billpay provider
a call and ask them what's going on.

Sorry. I just thought of another thing. If you connect to more than one
Financial Institution using Money, then you can determine whether or not
your billpay provider is offline or if you've got a connection problem in
money by looking at the status of all the connections to financial
institutions, etc.

Do the following:

[M04]Tools->Internet Updates->Read Call Summary Messages

If the only one that shows an error is your billpay provider, then it's
probably related to an outage at their end. On the other hand, if ALL of
the entries show no connection, then you've probably got something set that
is not allowing Money to get to the Internet.

In that case, do the following:

[M04]Tools->Connection Settings...

Make sure everything there is correct, then click on the LAN Settings
button and make sure that it's correct, also.
