Lambeth charging rent even though on housing benefit

Basically asking on behalf of a friend.

Shes on housing benefit, income support council tax benefit. She has been
told in writting she will have to pay £15 on top of her housing benefit
towards rent, living in a council flat. Obviously on low income this is a
heck of a lot of money. Shes at home caring for her mentally ill son.

usually housing benefit pay the full weekly rent, all of a sudden they are
asking her £15 on top of housing benefit. Which is now not covering the full
rent.

Any advice I can pass on ?

Housing Benefit doesn't cover everything that is included in rent, even
for people in council properties. Some items such as water rates and
sewerage charges are not paid for by HB. In addition a non dependant
deduction may be made for people such as an adult son or daughter. Is
her son a child or adult? If an adult how old is he and what benefit (if
any) is he receiving?

I can't see how this can happen to someone living in a council house,
it does not make any sense. Are the council saying they are charging
to much rent? has she had a letter saying HB is being reduced? What is
the LHA for her area?

This might happen to someone who is privately renting when the LHA for
the area is reduced, but those already claiming HB will have longer,
it will not take effect until next year. Are you sure it is to do with
council rent?

I think if you have someone over 25 living with you a son daughter what have
you then there is a £9.4 charge or deduction on HB. I have a friend in the
same area who now has to pay this aswell.
