Portions

This is the message I receive when trying to place money onto a bank card
(debit card) when handling a return. Purchases are just fine but returns
always cause this issue. Can anybody shed some light on this problem for me?

My understanding is you can only charge against a debit card, you cannot
refund any monies to a debit card on a return - you'll need to refund cash.

I know that I have personally had a return processed on my debit card so I am
not so sure that it correct. I guess I will have to check with the bank that
I process with. Im not sure if this is relevant or not but I am up in Canada
and it may be different in the US. Any other thoughts?

With our processor, it is as convoluted stated, you cannot refund money with
a PIN based debit card transaction. There is an exception, though. If the
debit card is Master/Visa branded you can process a return. You process it
like a charge refund, not a PIN based (debit card) transaction, but the
money eventually gets put back in their account.
