If you form a new limited company, can you assign another limted
company, not a person, with the shares you issue? I.e. can a limited
company own another limited company?

Yes. In fact, I suspect you'd be hard-pressed to find a UK top 100 (say)
company which doesn't own 100% shares of assorted subsidiaries, plus partial
ownership of others.

Yes, but this can have effects on tax treatment of the company,
especially if it's an offshore job.

What are you trying to achieve ?

Yes. This is how you get a company called a "subsidiary"!
