MS Money Online Svc Policy keeps opening-program closes

Have been using Money for years - no problems. A few days ago the program
started trying to open but the Microsoft Money Online Services Policy box
pops up. When I press "Accept" the program closes. Can not get the program
to open anymore.

I have tried directions in KB924485, KB927088, KB926229. Nothing helped.

Also tried the Standard File Repair utility but when it came time to enter
my password, it stated that it was incorrect so I couldn't use the repair
tool.

I can get online to the MSMoney with no problem. I do not synchronize my
portfolio with Money Plus Deluxe program. I update my portfolio manually. I
do not use the online banking services either. I just track all of my
accounts on my own input.

Don't know what else to do. I have read through all of the other problems on
this site, but none seem to have had the same problem of the Online Services
Policy box appearing upon startup of this program. Like I said, I have never
had a problem opening this program before now.

Can anyone help? Thanks.

Are you referring Microsoft Money here? What version? Or do you mean
MSN Money/Moneycentral for this problem?

I infer you are using Norton...

Cal,

I am using Norton Internet Security. But have never had a problem with it in
regards to Money Plus program before.

Also, I was referring to MSN Money when I indicated I could get online to my
portfolio on the website. That is why I know my password is correct and
functioning.

From a command window, try the following *with* the quotes, assuming
you have the common location for the Money Plus install.

"C:\Program Files\Microsoft Money Plus\MNYCoreFiles salv.exe"

See if you can make a level 2 repaired version of your file. That
should be the same as the Standard File Repair utility.

Assuming you get that same password error, I would restore one of
your two latest *.mbf files. They would typically be in the same
folder as your *.mny file. You can do that by launching the *.mbf
file from Windows Explorer or a command window. Rather than taking
the default location for the backup, I would Browse to your
Documents folder and pick a new name, if you don't want to overwrite
the existing file.

Cal,

I entered the information you listed below in a command window exactly as
you have it typed in and included the quotation marks and got this reply:

'"C:\Program Files\Microsoft Money Plus\MNYCoreFiles salv.exe"' is not
recognized as an internal or external command, operable program or batch
file.

I'll wait for your reply before attempting anything else. Thanks for trying
to help.

That would imply that you do not have Money Plus installed in the
common place. If you
cd "C:\Program Files"
dir salv.exe /a /s
you should be able to find salv.exe on your system

CD to there and run salv.exe.

When Money Plus was installed, I didn't change the place the program
suggested installing in. So, it actually is installed in C: Program Files

Here are the results from the latest entry in the command window which you
requested I type in:

C:\Program Files>dir salv.exe /a /s

Volume in drive C has no label.
Volume Serial Number is 5061-1B74

Directory of C:\Program Files\Microsoft Money Plus\MNYCoreFiles

07/25/2007 07:16 AM 71,528 salv.exe
1 File(s) 71,528 bytes

Total Files Listed:
1 File(s) 71,528 bytes
) Dir(s) 106,977,873,920 bytes free

Now on 1/24/08 I downloaded the Standard File Repair utility to another
location and that is where I tried using it and got the wrong password
problem. So here is what I get when I type in: dir salv.exe /a /s in
the command window:

Volume in drive C has no label.
Volume Serial Number is 5061-1B74

Directory of C:\Documents and Settings\myname\Desktop\Download Files from
Internet\Money 2008\Money Standard File Repair Utility

11/04/2005 11:03AM 96,968 salv.exe
1 File(s) 96,968 bytes

Total Files Listed:
1 File(s) 96,968 bytes
0 Dir(s) 106,971,967,488 bytes free

I went to the 2nd result - the file I downloaded 1/24/08 and tried to
execute the salv.exe file. I still came up with the error about my password
so I couldn't run the repair utility.

I have tried launching the latest *.mbf file but I get the same results that
I get when I try opening the Money Plus program. The program screen opens but
is not accessible because there is a pop up window "Microsoft Money Online
Servies Policy" that comes up. I can either "Accept", "Decline" or click on
the red X. I get the same result no matter which I click on. And that result
is the program closes.

Should I just uninstall the program and reinstall it? I did download this
update to my previous version of Money and have a copy of that download.
However, I understand that you can only install the program 2 times on the
same computer. I'd rather fix the problem if possible. I have read so many
saying the reinstallation doesn't seem to work either.

Thanks again Cal. I appreciate all you are trying to do.

I see my error. I missed a backslash:
"C:\Program Files\Microsoft Money Plus\MNYCoreFiles\salv.exe"
is what I should have written.

See below twice.

Total Files Listed:
1 File(s) 71,528 bytes

Reinstalling to the same computer with the same hardware should not
use up your second validation. If that second-latest backup does not
work, then I would reinstall. I don't know if you have to first
uninstall, or if you can just reinstall over the top.

On second thought,

copy Sample.mny from your install folder to your documents folder.
Open that. Does that work? If no, I would create a new
administrative user and see if you can create a new file with no
LiveID as that user.

If that does not work, I would uninstall Norton. Try again.
If still no joy, reinstall while Norton is uninstalled. Try again.

Then maybe reinstall Norton. In the past several people reported
that disabling Norton was not sufficient.

Cal,
Sorry for delay in responding....have been sick.

To continue where we left off. I entered the corrected text in the command
window to access the repair tool. It worked and my password was accepted. The
results log showed "No broken records in the original file." I still got the
same results when I tried to open the program...the "Microsft Money Online
Services Policy" box popup and then the program closed.

I copied the Sample.mny and that wouldn't work.
I created a new administrative user & that didn't work.

Since I have been using Money Plus since 10/23/07 with no problems with
Norton (and also my prior Money programs for years with no Norton problems),
I decided NOT to uninstall Norton. Instead I unistalled Money Plus. I
disabled the anti-virus program & then reinstalled Money Plus. I set the
program to access without LiveID. Everything in the Money Plus program seems
to be working fine right now.

HOWEVER, while troubleshooting this Money Plus program, my HP Deskjet 6122
quit responding to any print commands from my computer. Would you beleive! I
don't know if any commands I used while working out the Money stuff did
something to it or not. I have determined that the USB cable & Port are
functioning as I have another printer attached to this desktop also and it
worked using all the cables & ports. Also, I attached my laptop to the HP
6122 & the printer functioned properly. So, I uninstalled the printer
software & reinstalled it and got this error during installation: "Unable to
start the application--the Java Virtual Machine cannot be loaded. Class not
registered." The printer can perform a self-test print out but will not
respond to any applications to print. Not your problem....I know.

One more question...When I went online today to check my portfolio on
MSNMoney, it wouldn't bring up my portfolio information. Now....is that
because I disassociated the Money Plus program with my Passport Network
credentials? Seems one thing after another has happened since my first
problem started. Any help you can provide on either of the 2 remaining
problems I have will be greatly appreciated.

UPDATE: I have resolved all of my problems (printer & online portfolio
access). I did have to associate my Money Plus program with a LiveID password
in order to access my portfolio on MyMSN.com

Thank you for all of your help in getting me started on on my original
problem.

I would try updating Java at Java.com. I don't know why this would

You do need the Passport/LiveID to get the account info from MSN
Money. You could make a copy of your file with another name. Put the
LiveID on one. See which you like better.
