OL-254-B Again!

After weeks of struggling with this OL-254-B error when trying to use
Quicken BillPay or update my Fidelity accounts in Quicken for Windows
2003, I got it fixed by upgrading my browser from IE 5.5 to IE 6 (using
Win98). Now suddenly I get the OL-254-B again. It seems related to the
browser somehow, Quicken support has been useless despite running up huge
toll calls to them. They only know the scripted steps of safe mode,
reinstall, new data file, msconfig, etc. I have done all of those. Can
anyone help? What are the browser config settings that QW requires? Any
other cause for this error? I've been getting it since last night. TIA
