Canada Payroll and DST

Hi,

I am looking to track hours and do payroll for 3 offices in 3 different timezones. The start of the workweek is on Monday at 12:00AM Est, but when daylight savings time is in effect it would be off by 1 hour. If one of the locations does not honor Daylight Savings Time, rolling back 1 hour would potentially cause an overlap in pay periods in other locations with different DST policies. Should I always use UTC as the payroll timezone to ensure all locations are on the same time when selecting payroll periods?

The boss wanted the pay periods to always start at Monday 12:00AM EST, but during daylight savings time, it would be Sunday 11:00PM ( 1 hour before Monday 12:00 AM EST ) Would that be the best way to do it even though the start of the pay period would change by 1 hour during DST in DST locations?
