Quick Books 2003 - budgets

I am using Quick Books for a voluntary organisation.

I've just completed the first twelve months of computerised accounts,
and I've set up a budget for 2004. The P&L for 2003 shows a budget
surplus of £5k, and QB cleverly carries that over to 2004, but it
shows a £2k surplus for 2003 - £3k missing.

There are no filters on the Budget report - so where's my £3k gone?
