RE Taxes Paid / Settlement Stmt

If a taxpayer has a 1098 and the county RE taxes statement but the 1098 says RE taxes paid 0.00 but the county web-site shows >$3,000 of RE taxes paid how do I determine the proper amount for the schedule A? Should it be listed on the settlement statement since this is a new homebuyer? The RE taxes were paid via escrow bc the taxpayer never made any check payments.
