Canada Revenue Recog. - Gov. Funding (ongoing and one-time) health care

Hi everyone, In health care organisations that are publicly funded, revenue is usually recognized by debiting A/P (payable back to funding body) & crediting revenue. What are the implications of this treatment and whether it is indeed a correct treatment for both ongoing funding and one-time funding (ex: COVID), given that the recognized revenue amount and the reduction of A/P equal the amount of expenses incurred to provide the healthcare services.
