Should a supplier issue a VAT invoice?

This is a question that often occurs. Sometimes when purchasing
business-related goods or services, a supplier might not issue a proper
invoice, showing their VAT registration number.

Although one can obviously contact them for that number, I'm finding it
commonplace for many businesses who are used to supplying to residential
customers, to omit it.

One example is with Internet suppliers - hence this question.

Are such traders under an obligation to provide the VAT details, given that
they've added VAT to the charges?

In principle, yes. In practice, if they won't there is nothing you can do
about it except complain to the VAT office - who won't do anything.

I received a bill headed 'THIS IS NOT A VAT INVOICE' from a firm of
solicitors. When I paid it, I requested a VAT invoice several times but did
not get one. I complained to the VAT office, who did nothing.

The next time I got such a bill - from a firm of accountants - I paid all
of it except the VAT, and told them I would pay the VAT when they sent a
VAT invoice. One arrived PDQ.

It looks like the fact that the recipient is VAT-registered introduces the
obligation to issue a tax invoice and I wonder therefore if they have to for
non-VAT customers.

Probably like any business here, if you're purchasing goods from a supplier
who's normal supplies are to private customers, they might not be accustomed
to providing a formal invoice.

I guess the main question is, do they have to issue a VAT invoice if a
business purchases a product or service that's predominantly supplied to
non-business customers?

Keeping track of the accounting must be a nightmare in these

Yes, they do - but maybe not what you expect:

Our (VAT registered) ISP has not provided invoices for various services
debited to my CC despite various letters requesting VAT invoices. I
complained to HMR&C and was initially reprimanded for reclaiming input
VAT for these items without having any alternative evidence. Once I
provided evidence of my online orders*, I was informed that the matter
had been passed on to the local VAT compliance unit.


*I've got into the habit of taking screenshots of all online orders ...
just in case things go belly-up following Peter's motto "Life's a
constant struggle against idiots".

As far as I know, no mainstream accounting software accounts for this.
Maybe you can direct me to a Sage Forum that would confirm whether
Sage does?
