Taxation in the US for Swiss Social Security Benefits

The previous Q&A's were not clear to me and the following may be a repeat.

Are Swiss Social Security Benefits reported on Line 20a of Form 1040 or on Line 16a (Annuities)? If reportable Line 20a, means they are subject to threshold limitations of up to 85% of benefits being taxable.

Taxpayer has dual citizenship USA/Swiss, but resides in the USA.

I have read, and re-read Article 19 Paragraph 4 and it is not clear to me.
