I read where two of the top three cpa exam scores were from Beijing, China
    and Bombay, India.

Do you know who the people were?
    Where they were educated?
    Who they work for?

Without such information we could just as well assume they were
Floridians working in the offices of the Big Four firms in said
    cities.
I believe his miserable soul has been rotating on a spit in the lower
depths of Hell next to Hitler and Stalin.

But, the revolution failed and the PRC has been into the state
regulation of private capitalism for a long time. The alternative was
starvation and another revolution. The "turning over" started then.
I would imagine so. Although I think India would be more preferable
because there would be some protection by a "rule of law" government.

    Best Regards.

right, the article didn't give details but it would be quite an achievement
to pass the exam knowing english as a second language. they don't give
the cpa exam in Chinese do they? !

Given some of the Chinese and Indian grad students I have
recruited/hired and/or worked with, I don't find that at all
unlikely--many are <far> more polished in English (particularly
    written/read) than their "Amurracun" cousins...
