Transfer Project Cost from Company A to Company B

Hi my dear friends,

Is it ok if I want to issue Invoice/Debit Note to transfer a Project Cost from Company A to Company B? This is because originally the project being handle by Company A for several years and now Company A do not want to continue it and Company B want to take over the project to finish it. The project still not incurred any income yet because still in the early stage to get approval from local authorities. Now the local authorities give the green light but Company A do not have any capital to continue the Project. While Company B do not want to do joint venture for the project and want Company A to sell the Project to Company B.
