trust fund for a non us born child without SS

I wish to open a trust fund or custodial account for a child relative of mine. The chils is 7 yrs old, a non US citizen living in Europe. I'm a naturalized american citizen living in the US and have no parental rights. How can I open such an account if a SS number is required and the child is a non citizen? Is there any mechanism to bypass these situations? I'm sure there must be many other individuals under the same conditions considering the large number of immigrants coming to the US who become naturalized while having minor relatives in other countries. Any ideas? Thanks
