Van and fuel benefit

Question asked before on uk.finance but no replies.

The Van benefit costs tax and NI of £3,000 for an employee.

Normally the fuel benefit is £564.

What happens if an employee has their own van, can they ask the company
to pay for all their fuel and only have the penalty of paying Income Tax
and NI on £564?
