Set-up a website with an autoresponder and drive traffic to this website by participating in forums and networking in teh area The website should have a free giveaway such as "10 tips to lower your tax bills" to encourage users to submit their e-mail. Being marketing studies show that it takes 9 interactions before someone will buy from you, you can follow-up with clients through e-mail and build rapport with them that way.

You should also join a local chamber of commerce and network, or use something like Meetup.com to find start-ups and small businesses in your area.
