With the reduction in taxes on dividends on U.S.
citizens/residents, is the withholding tax on dividends
to NRA still at 30%?

The tax act did not change the rate applied to dividends
that are not effectively connected with a U.S. trade or
business. It is still 30% or the treaty rate.
