Withdraw $100 from personal savings
Deposit $100 to personal checking

So you 'debit' checking and 'credit' what account?

1 - Would you put this account under 'income' ?
.. that seems to distort 'income' totals in reports, etc.

2 - If under 'income' name the account...
... 'xfr from savings' or
... 'deposits not income' or what?

3 - If not under 'income' would you put it under 'expenses' ?
... name it 'deposits not income' or what

there are a host of these... like someone refunding you for an item that you bought for them...

What are the proper categories and accounts to handle such non-taxable deposits?

Thanks for any help.

There is no income or expense - you are just moving money from one account to another. Journal is debit cash and credit cash. Why is this confusing to you?
