Am I supposed to delete the amount from Box 9B from Box 1 on the 1099-R.
Once resource tells me to ignore it and others tell me to subtract it.

Instructions for 1099-R box 9B:
Box 9b. For a life annuity from a qualified plan or from a section 403(b) plan (with after-tax contributions), an amount may be shown for the employee’s total investment in the contract. It is used to compute the taxable part of the distribution. See Pub. 575.
Without reading or looking at IRS Pub 575 - I would assume (but not totally certain) that if an amount is filled in there, the taxable portion of the distribution would already be computed. That's why I suggest you go to www.irs.gov and in the search field enter IRS Publication 575.
