UK Director of SME without residentship

Can one be the Director of small company in UK without residentship of UK? Next can we pay him salary with service contract?

Yep, you can have non-resident directors. All directors must be over 16, not have ongoing bankruptcy proceedings against them, and not have ever been disqualified as a director.

Company directors usually have to complete a tax return, regardless of residency. Any income received for the role as office holder should be subject to PAYE, and reported on the tax return.
