I understand that if a donor makes a contribution for example $100k in which, he or she says we cannot spend the principle it is a endowment. But, if another donor makes a $200k contribution and restricts the purpose to scholarships with no restrictions on spending the principle it is still an endowment under UPMIFA? Or is only the interest and earning from the permanently restricted contributions classified as Temporarily Restricted?
