Need opinion for tax and other when setting up LLC?

I have an online consultation business and most of my clients will be in Philadelphia.

Which of these would be the best option ( from the cost, filing, tax benefits/ perspectives etc) if ?

1) Setting up a LLC in Wyoming

2) Setting up a LLC in Delaware

3) Setting up a LLC in Philadelphia
