USA Rework Costs of Product into USA

I have a specific accounting question. My company sells wine and we had made a large batch of wine that was supposed to go to Brazil however we cannot sell it there anymore so we have to rework the labels so that the product can be sold in the US. How should this rework cost be accounted for? Is this a COGS that should be recognized in the USA region since the associated revenue will be realized in the USA rather than Brazil?

Are there any specific GAAP policies that I could reference in regards to this question?
