USA Can a company charge sales tax on late fees

Can a business charge sales taxes on late fees on an invoice that was paid late and sales taxes were already charged?

For Example:
I received an invoice that included sales tax on the purchase and paid it about 10 days past the due date. The company then sent an additional invoice for a late fee PLUS sales tax on that late fee. Is this legal? Do I have to pay this? I do not have a contract with this company specifying that I must pay late fees, let alone taxes on those fees.

Please help.

This is for TN, I just called TN Dept of Revenue, and they said no, they can't do that. Just in case anyone wanted the answer to this question.
