USA Class / separate files

Have a Company with several Locations. Understand the 'class' setting, but do not want loc2 and loc3 to have access to each other or loc1. and Loc1 (mine) need access to all 3. should we do three different QB or can I import their invoices to my location. we don't want seperate checking accounts for each Loc.
